Delamont Country Park Masterplan

Client: Newry, Mourne and Down District Council

The Challenge

To identify opportunities for future development of Delamont Country Park (near Killyleagh, County Down) and where appropriate the adjacent Strangford Lough in terms of linkages with the Park, in the context of its long-term sustainable development


The Role

To:

  • Detail all existing services, facilities, signage and outdoor activities, environmental designations currently available and taking place within the study area. This will include detailed mapping using Geographic Information Systems (GIS)
  • Detail the current management arrangements in place and current users of the site.
  • Provide an Integrated Management Plan for recreational and tourism products within the study area
  • Develop recommendations including outline drawings (if appropriate) and estimated costings, with an assessment of the pros and cons, long-term benefits and impacts, etc.
  • Produce a detailed Feasibility Study which focuses on the key projects that have been identified at the scoping stage. As part of this feasibility study, there will be a requirement to produce concept drawings up-to RIBA Stage 3, and estimates of costings (including an assessment of how the proposals will impact on running costs, visitor numbers, and potential income over the medium to long term) and identifying possible funding sources for proposed projects.
    • The feasibility study will produce an options appraisal for the visitor experience concepts and demonstrate that a robust process has been undertaken in the development of these options including:
      • Visitor flow on site
      • Visitor Engagement
      • Conservation considerations
      • Consideration of the Natural and Built assets including access to Strangford Lough and partnership engagement to achieve this
      • Capacity and spatial considerations for visitors
      • Relevant benchmarking
      • Competitor analysis
      • Market analysis (including community statistics and analysis of the neighbouring communities).
      • Economic / cost/ benefit analysis and appraisal of options / analysis of business models for each
      • Audience development plan
    • A preferred option will be identified against an appropriate scoring matrix and justifications provided for the chosen option. An outline business plan will also be produced to achieve the preferred option including funding, stakeholder management, audience development etc.
